Monroe police have arrested two people in connection with an animal cruelty case involving the death of a dog. Octavion Jamal Harrell, 25, and Da’najah Mary Horne, 26, both of Monroe, were arrested on January 24 and charged with felony cruelty to animals and misdemeanor abandonment.

According to WCCB, the charges stem from an incident on January 17, when officers responded to an animal service call on W. Franklin Street. Police discovered a severely neglected dog, a small brown and black shepherd mix with a bright orange collar, abandoned in a crate behind a Dollar General dumpster.

Officers contacted a rescue organization to provide medical assistance, but the dog died before any treatment could be given.
